تصور مقترح لاستثمار البحث العلمي بجامعة الأزهر لتنمية مصادر التمويل الذاتي في ضوء اقتصاد المعرفة

ملخص الدراسة
     هدفت الدراسة إلى تقديم تصور مقترح لاستثمار البحث العلمي بجامعة الأزهر، لتنمية مصادر التمويل الذاتي بالاستفادة من اقتصاد المعرفة. وذلك من خلال: الكشف عن درجة توافر ممكنات استثمار البحث العلمي بجامعة الأزهر في ضوء اقتصاد المعرفة؛ الكشف عن التحديات التي تواجه استثمار البحث العلمي بجامعة الأزهر؛ الكشف عن مقترحات تفعيل استثمار البحث العلمي بجامعة الأزهر لتنمية مصادر التمويل الذاتي في ضوء اقتصاد المعرفة. ولتحقيق هذا الهدف، استخدمت الدراسة المنهج الوصفي المختلط (Mixed research) وفق التصميم التفسيري التتابعي؛ حيث استُخدمت الطريقة الكمية من خلال استبانة وُجهت لِعينة بلغت (74) قائدًا أكاديميًّا من القيادات الأكاديمية (الحاليين والسابقين) بكليات جامعة الأزهر (عمداء الكليات - وكلاء الكليات - رؤساء الأقسام - رؤساء الوحدات بالكليات). كما استُخدمت الطريقة الكيفية من خلال مقابلة وُجهت لِعينة بلغت (11) مشاركًا من المتخصصين في الإدارة التربوية بجامعة الأزهر. وتوصلت الدراسة إلى أن توافر ممكنات استثمار البحث العلمي بجامعة الأزهر تراوحت بين كبيرة ومتوسطة؛ حيث جاء ممكن "الحوكمة الرشيدة" في الترتيب الأول بدرجة توافر كبيرة بمتوسط (3.4662)، ثم ممكن "البنية التحتية والتكنولوجيا" والذي جاء بدرجة متوسطة بمتوسط (3.3513)، ثم ممكن "تطوير البحث العلمي والابتكار" بدرجة متوسطة بمتوسط (3.222)، وأخيرًا ممكن "الموارد البشرية والتدريب" بدرجة متوسطة بمتوسط (3.0926). كما جاءت التحديات التي تواجه استثمار البحث العلمي بجامعة الأزهر بدرجة كبيرة، سواء المتعلقة بالبيئة الخارجية أو الداخلية. ووافق أفراد عينة الدراسة على أهمية المقترحات المقدمة بنسبة موافقة تراوحت بين (98.6%) و(68.9%)، بينما تراوحت نسبة موافقة أفراد عينة الدراسة على إمكانية تنفيذ المقترحات المقدمة بين (95.9%) و(58.1%). وقدمت الدراسة تصورًا مقترحًا لاستثمار البحث العلمي بجامعة الأزهر لتنمية مصادر التمويل الذاتي، بالاستفادة من اقتصاد المعرفة.
Abstract:
      The study aimed to present a suggested paradigm for investing in scientific research at Al-Azhar University to develop sources of self-financing by benefiting from the knowledge economy. This is done by: revealing the degree of availability of enablers for investing in scientific research at Al-Azhar University in the light of the knowledge economy; Exposing the challenges facing scientific research investment at Al-Azhar University; Disclosure of proposals to activate scientific research investment at Al-Azhar University to develop self-financing sources in the light of the knowledge economy. To achieve this goal, the study used a mixed descriptive approach according to the sequential explanatory design. Where the quantitative method was used through a questionnaire directed to a sample of 74 academic leaders (current and former) in the faculties of Al-Azhar University (faculty deans, vice deans, heads of departments, and heads of units in the faculties). The qualitative method was used through an interview that was directed at a sample of 11 participants who were specialists in educational administration at Al-Azhar University. The study concluded that the availability of enablers for investing in scientific research at Al-Azhar University ranged between large and natural where "Good Governance" came first with a high availability score of (3.4662) on average, followed by "Infrastructure and Technology," which had a moderate score of (3.3513) on average, then "Developing of scientific research and innovation" with a moderate score of (3.222) on average, and finally "Human Resources and Training," with a moderate score of (3.0926) on average. The challenges facing the investment in scientific research at Al-Azhar University were to a large extent related to the external or internal environment. The study sample agreed on the importance of the proposals submitted with an approval rate that ranged between (98.6%) and (68.9%), while the approval rate of the study sample on the possibility of implementing the submitted proposals ranged between (95.9%) and (58.1%). The study presented a suggested paradigm for investing in scientific research at Al-Azhar University to develop self-financing sources, by taking advantage of the knowledge economy.
