تخطيط الموارد البشرية بالمدارس الثانوية الفنية في محافظة الفيوم على ضوء الخطة الاستراتيجية للتعليم قبل الجامعي (2014-2030)

    تسعى الدولة جاهدة لإحداث نقلة نوعية في التعليم الثانوي الفني وخاصة التعليم الثانوي الفني الصناعي، حيث أن هذا النوع من التعليم يعاني العديد من جوانب القصور والتي يرجع أغلبها إلى سوء تخطيط الموارد البشرية والمتمثل في اختيار موارد بشرية بخصائص نوعية رديئة، أو بخصائص كمية لا تفي بالغرض، أو وجود قصور في بعض خطوات تخطيط الموارد البشرية ناتج عن ضعف تحقيق بعض ممارساتها بطريقة صحيحة.
      ومن ثم تتبنى الدولة سياسة إصلاحية تشمل جميع نواحي الحياة بصفة عامة والتعليم بكافة مراحله بصفة خاصة، تبلورت من خلال الخطة الاستراتيجية التي وضعتها مصر لتطوير التعليم قبل الجامعي، وقد تناولت مصر في استراتيجيتها للتعليم مرحلة التعليم الفني لما له من أهمية في تحقيق التنمية، ودفع عجلة التقدم. لذا تناول هذا البحث الأسس النظرية لتخطيط الموارد البشرية من حيث مفهومها وأهدافها وأهميتها، وخطوات تخطيط الموارد البشرية ثم تم تناول أهداف الخطة الاستراتيجية للتعليم الفني، مع تحليل واقع تحقيق هذه الأهداف بمدارس التعليم الفني ومن ثم وضع مقترحات لتطوير تخطيط الموارد البشرية على ضوء الخطة الاستراتيجية للتعليم قبل الجامعي (2014-2030).
 
 
 
Abstract
    The state is striving to make a qualitative leap in technical secondary education, especially industrial technical secondary education. As this type of education suffers from many deficiencies, most of which are due to poor planning of human resources, represented by the selection of human resources with poor quality characteristics or with quantitative characteristics that do not meet the purpose, or the presence of deficiencies in some steps of human resources planning resulting from the poor achievement of some of its practices in a correct manner.
      Then the state adopts a reform policy in all aspects of life in general and education in all its stages in particular, crystallized through the strategic plan it set for the development of pre-school education, which taught Egypt in its strategy for technical education to achieve development and advance progress. This research dealt with the foundations of human resources planning in terms of its concept, goals and objectives, steps for human resource planning, human resource planning plans, goals of technical education, analyzing the reality of achieving these goals in technical education schools and then putting human resource planning proposals on the pre-university financial resource planning plan ( 2014-2030).
