السياسة التعليمية ودورها فى تحقيق مبدأ المساوة فى الفرص التعليمية بجمهورية مصر العربية (دراسة تحليلية)

ملخص البحث:
     هدف البحث إلى التعرف على مفهوم السياسة التعليمية وبعض المفاهيم المتعلقة بها, وأيضاً الوقوف على أهم المعوقات التى تواجه السياسة التعليمية فى تحقيق المساواة  فى الفرص التعليمية, كما تم ضع تصور مقترح لدور السياسة التعليمية فى تحقيق المساواة  فى الفرص التعليمية, وأظهر البحث أهميته فى تفعيل دور السياسة التعليمية فى تحقيق المساواة فى الفرص التعليمية  والتعرف على المشكلات التي يتعرض لها العاملين نتيجة للتمييز وعدم المساواة  واقتراح الحلول لتلك المشكلات, والتوعية بالحقوق والواجبات ورفع مهارات العاملين عن طريق التنمية المهنية المستدامة وتحديد مشكلات العمل والتواصل مع الجهات المعنية لاتخاذ الإجراءات الكفيلة بتوفير بيئة ايجابية داعمة للمساوة, وقد توصل البحث إلى عدة نقاط أهمها: تفعيل دور السياسة التعليمية وتحقيق أهدافها بالمديريات والإدارات, وإنشاء وحدة لتكافؤ الفرص التعليمية بالمدارس وتفعيل العمل بها, وصياغة وثيقة لوحدة تكافؤ الفرص التعليمية تعبر عن رؤيتها ورسالتها وأهدافها بما يتناسب مع احتياجات الطلاب ومراحلهم العمرية , وتنمية قدرات العاملين , وتوعية المجتمع بأهداف وحدة تكافؤ الفرص, إدارك قضايا ومفاهيم النوع الاجتماعي وكيفية تطبيقها على مستوى المديرية والإدارة التعليمية , تفعيل المشاركة المجتمعية مع أولياء الأمور والمجتمع المدني لتعزيز ثقافة النوع الاجتماعي.
 
Abstract:
The aim of the research is to identify the concept of educational policy and some of the concepts related to it, as well as to identify the most important obstacles facing educational policy in achieving equality in educational opportunities. A proposed perception of the role of educational policy in achieving equality in educational opportunities has also been developed. The research showed its importance in activating the role of educational policy in achieving equality in educational opportunities, identifying the problems that workers face as a result of discrimination and inequality, proposing solutions to these problems, raising awareness of rights and duties, raising the skills of workers through sustainable professional development, identifying work problems and communicating with the concerned authorities to take action. Ensuring the provision of a positive environment supportive of equality, and the research reached several points, the most important of which are: Activating the role of educational policy and achieving its objectives in directorates and departments, Establishing a unit for equal educational opportunities in schools and activating work in it, and drafting a document for the equal educational opportunities unit expressing its vision, mission and goals in line with students' needs and age stages, developing the capabilities of workers, raising community awareness of the goals of the Equal Opportunities Unit, realizing issues and concepts of gender and how to apply them at the district level And educational administration, activating community participation with parents and civil society to promote the culture of gender.
