Abstract
Many countries have implemented modern educational systems with the aim of developing the competencies of their students in the light of the skills of the twenty-first century, so the current research aims to develop the competencies of students of pre-university education in the light of the skills of the twenty-first century, and the research reviewed specific competencies (specialized), and general basic competencies (Horizontal) among students of pre-university education, in the light of the twenty-first century skills represented in cognitive, social and emotional skills, as stated in some economic entities and organizations interested in developing education, represented by the Partnership for the 21st Century Skills, and the Organization The European Union, the Organization for Economic Cooperation and Development, the Educational Laboratory Organization for the Northern Central Region, the International Organization for Technology in Education, the Learning and Measurement Organization for the Twenty-first Century, the Arab Organization for Education, Culture and Science “ALEXO”
In addition to reviewing the experiences of Canada, the US state of New Hampshire, Singapore and Australia, which were able to develop specific (specialized) competencies, and general (horizontal) basic competencies for students of pre-university education, in the light of the twenty-first century skills represented in cognitive and social skills And emotional, and that the stages of pre-university education. The research used the comparative method, and the research reached a proposed conception for the development of specific competencies (specialized) and general basic competencies (horizontal) among students of pre-university education, in the light of the skills of the twenty-first century.
