Abstract:
The current research aimed to identify the factors of achieving strategic success in educational institutions, and to identify the intellectual foundations of the human resources portfolio with an explanation of how to analyze the human resources portfolio To achieve the strategic success of the educational institution and apply it on a secondary school in Beni Suef Governorate as a case study, then developing scenarios to achieve strategic success in light of the human resource portfolio.
A composite methodology was adopted that includes a descriptive methodology and a Foresight methodology, and a personal interview was used for the actual and expected performance evaluation list, and a questionnaire to monitor the availability of strategic success factors in the school, and it was applied to 74 school teachers, and the statistical analysis was done based on the Statistical Package for Social Sciences program, SPSS v23.
The research found that: The strategic success factors are available within the school with a large degree of verification, and they are arranged as follows: leadership capabilities, motivational culture, then strategic decision-making with a large degree of verification, followed by creative strategic thinking, then specific strategy, then environmental analysis and adaptation to Changes and finally effective implementation with a moderate degree of verification.
The analysis of the human resource portfolio of the school indicates the existence of four groups according to the differentiation in the characteristics of individuals' behavior related to actual performance and potential performance, as follows: 44% of the poor performers group at the present time and in the future,17% of the high performing category with low growth potential, 19% of the low performing but high growth potential, 20% of the star class, High performers at the actual and potential level, so despite the school's possession of strategic success factors, it has a problem in human resources that hinders it from achieving strategic success.
