Abstract
The study aimed to design an evaluative model based on linguistic thought of IbnKhaldun for teaching Arabic to non-native speakers programs, conclude teaching foundations, and to applyevaluative model to the programs of teaching Arabic to non-native speakers of the Sheikh Zayed Center at Al-Azhar University in Egypt and the Makah Institute at Umm Al-Qura University.
The research followed the descriptive and qualitative approach to answer its questions and achieve its objectives using theme analysis method,
The results showed: twenty-three bases for teaching Arabic to non-native speakers, and an evaluation model that includes 60 criteria and 102 indicators.
twenty-six criteria for objectives including fifty-two indicators, seventeen content criteria, twenty-six indicators ,ten activity criteria, sixteen indicators , seven criteria for evaluation, and eight indicators that are required for programs to teach Arabic to non-native speakers
